instruction to add new VC cluster to an existing region /
openstack controller node. But new cluster services cannot be
managed by IBM Cloud Manger for Openstack knife command, for
example:
[IBM Cloud Manager for Openstack Node] knife os manage services
stop --node Node_Name
This limitation should be documented.
