Error description
Got the following setup: domain: default, project: admin, user: admin domain: DomainA, project: ProjectA, user: UserA domain: DomainB, project: ProjectB, user: UserB As admin, I've set one offering visible to only ProjectA (not ProjectB). Logging in as UserA, shows the correct category & the offering therein, UserB does not see the category nor the offering - which is OK. On the other hand, looking at the "single instance operation" & "multiple instances operation" categories (from OOTB installation), and I've changed all the offerings therein to "ADMIN (owner)" And both UserA and UserB are getting the (empty!) categories in the self service view yet it does not open at all (clicking does not react). So indeed, the offerings are not coming through, but why are these categories still visible but empty.

Problem conclusion
The category ID is used to sort out categories supposed to be invisible due to no services granted. If some category ID is 2 and an already removed category is 22 the algorithm fails removing this category from view. So the algorithm depends on the IDs in use for the categories registered. This problem is resolved using a more accurate compare algorithm.
