  When you use RDi content assist (C+space) to provide options
  for a DC statement in an RPGLE program that follows a comment
  line, then you are only presented with the option of
  dcl-proc.
  
  If you use content assist (space+C) to provide options for a
  DC statement that follows an END-DS, then you are provided lots
  of choices.
