Error description
In the documentation page "Synchronization architecture", mention explicitly that synchronization between Rule Designer and Decision Center is based on a user and a server, i.e. if you synchronize between Rule Designer and Decision Center, then disconnect your project from Decision Center and reconnect using another user credentials or connecting to another server, then the synchronization will display conflicts even if there were no changes made to your rule project or decision service.
