• Schema target namespace in WSDL generated by RES console must
  be qualified to comply with CXF schema.
  

Local fix

• Manually add the tag elementFormDefault="qualified" at end of
  line:

  xmlns:xsd="http://www.w3.org/ 2001/XMLSchema"
  elementFormDefault="qualified">
