Error description

• In RD or in Business Console, when querying to find rules that
  modifies a value the result might not include rules that have
  condition using a collection.

Problem summary

• The problem is the right enumerator for collection conditions
  is not pcked, this is now fixed.
  It should be noted that issue disappears if the package
  variable loan is replaced by a ruleset parameter. It should
  also be noted that the problem disappears if a local variable
  is introduced that matches the package variable and that is
  used instead of the package variable in the in-construct.
