Error description

When using branches and manual merges, it is possible to get in
a situation where a change that initiated in one branch is
actually detected as a new element (as opposed to an update)
when it comes back to this branch.
Create a branch R.
Create two sub-branches b1 and b2 as child branches of R.
Add a new rule in b1.
Merge this new rule from b1 to b2.
Update the rule in b2.
Merge the rule to the parent branch R.
Try to merge R with b1, the rule is displayed as a new rule in
b1 instead of an updated rule.
