Error description

• Customer unable to publish a BOM change to a new change
  activity and release.  Portuguese locale.
  The steps were the following: 1) Create a new release and
  change activity for the project in Business Console 2)Pull down
  the newly create change activity into Rule Designer 3)Open a
  BOM class and change the gender verbalization (the customer is
  working in a Portuguese locale) 4)Publish the change to
  Decision Center.
  

Local fix

Problem summary

• The locale was not used when checking vocabulary name unicity,
  so it was possible to get the same vocabulary name in the same
  folder for two different locales
  

Problem conclusion

• The Code was fixed
