Error description

• 1. Creating a baseline can include the dependencies, but
  restoring a baseline does not restore the baseline of the
  dependent projects
  2. If a baseline is restored from the main project and then (
  because of item 1.) the baseline is restored on the dependent
  project, the rule generation (from the project tab) does not
  include change made to the dependent project after the baseline
  restore.
  

Local fix

Problem summary

• We can faced two issues, first when  creating a baseline that
  can include the dependencies, but restoring a baseline does not
  restore the baseline of the dependent projects, nonetheless If
  a baseline is restored from the main project and then (because
  of item 1.) the baseline is restored on the dependent project,
  the rule generation (from the project tab) does not include
  change made to the dependent project after the baseline restore.
