APAR status

• Closed as program error.

Error description

• When pasting data from Excel to Rule Designer Decision Table
  editor, if an Otherwise value is set to an action cell, the
  Decision Table is corrupted, no error or warning is logged in
  Rule Designer and the deployed ruleset fails to execute.
  The only indication of this corruption is a "Invalid or
  incomplete rule" message when the mouse hover over the row
  number. In the XML of the dta file element such as the one
  below can be found:
  <ActionSet>
     <Action DefId="A0">
       <Expression>
        <Otherwise/>
       </Expression>
     </Action>
  </ActionSet>
  

Local fix

• Correct the source Excel file to have no Otherwise in action
  cell
  

Problem summary

• When an otherwise value is set to an action cell, the decision
  table is courrupted because this case has not been handled.

• The code is fixed
