APAR status

Error description

• Deploying a complete change activity is allowed by the spec.
  The button to do it is enabled. But when launched, it raises a
  permission exception.
  To reproduce (can be done as any user):
  - In a DS, create a release, a CA, and another activity to
  prevent automatic completion of the release.
  - In the CA, create a deployment configuration.
  - Follow the DGF workflow to complete the CA.
  - Deploy the deployment cfg.
  -> You are not allowed to perform this action.
