Error description

• When a ruleproject contains numerous smart views it takes a
  long time to navigate in the explorer. Disabling the count of
  rules in packages does not help for this usecase.
  

Local fix

Problem summary

• The processing of the smartviews icons in the ruleexplorer is
  not related to the option of disabling the display of rules
  count in the project option. Evaluating the icon has a
  significant impact on performances.
  

Problem conclusion

• the code is modified to prevent icon updates when the option is
  enabled.
