Error description

• The value of LOCAL_DEPLOYMENT_ONLY  is set to true in the SSP
  web.xml , which may lead to the following exception when the
  RES Console is deployed to a cluster versus a standalone server:

Local fix

• Set the value of LOCAL_DEPLOYMENT_ONLY to false, and redeploy
  the SSP (also making sure to have PARENT_LAST on the web module
  as per the installation instructions)
  

Problem summary

• The value of LOCAL_DEPLOYMENT_ONLY  by default is not
  compatible with the cluster configuration of the gold topology.
  

Problem conclusion

• The property is reverted to FALSE in the default application
