APAR status

• Closed as program error.

Error description

• When a rule project B is published to RuleDocs, and that rule
  project depends on another rule project A, the generated
  documents don't include the ruleset parameters from rule
  project A.
  

Local fix

• -put ruleset parameters on 'leaf' projects
  -define and use helper methods in BOM that access ruleset
  parameters through B2X code using API context.getParameterValue(
  )
  

Problem summary

• Only the parameters defined in the current project are exported
  into the RSO document.
  

Problem conclusion

• The code is modified to include all parameters of the project
  that includes the parameters defined in referenced projects.
