Error description

• The following error can occur if trying to publish a rule
  project from Rule Design to the default Decision Center using
  URL: "http://localhost:9080/teamserver/"
  
  The operation has failed during its initialization (possible
  reasons):
  The connection between the two end-points is invalid.
  The project does not contain any changes (Checkin).
  
  The connection to Decision Center is successfully established.
