Error description

After creating an Impact Analysis, and viewing the results
screen's Overview tab, clicking on Other impacted programs
correctly takes the user to the Impact analysis results:
Program summary screen.

From that screen, clicking on a program name in the Program
column takes the user to the Impact analysis results: Program
details page.  On that page, selecting Actions > Show Program
diagram generates a new tab, but the content of the diagram is
blank/empty.

Other types of diagrams appear to populate correctly.

Problem summary

When impact analysis (IA) was performed on a range of lines
within a copybook, all programs that used that copybook were
assumed to be impacted.   That was not the intent of the lines
of range impact seed.  It was meant to gather all the data
elements and DB2 column references in the lines indicated and
use them as seeds.  Because of this issue, the programs that
did not use the assets had nothing to show in their respective
diagrams.

Problem conclusion

RAA code was changed to not assume all programs are impacted,
but rather only the ones that use the data elements and db2
columns in the range.
