Error description

• WMQ v7.1.0 for z/OS abend0c4 in CSQEMPUT when it is over-running
  the end of the SMDS buffer in copying the message properties
  .
  
  Shared queue has been defined with OFFLOAD SMDS .
  
  MSTR joblog reports the following error:

  moving the data to the SMDS buffer causing a buffer over-run.

• A fix has been added in CSQEMPUT to use the correct length to
