  If the outline view fails to display content for your PL/I
  file it could be because the NOT symbol ('?') was used in
  the compiler option of the property group for PL/I compiles.

Problem summary

• The key issue was that some of the SELECT statements were
  embedded as part of other statements and they were not included
  in the content assist tree and thereby causing the outline view,
  which uses this tree to set the hierarchy incorrectly.
  

Problem conclusion

• The problem listed in this APAR has been resolved with
  IBM Rational Developer for System z V8.5.1.4 Fix Pack which
  is available from the Recommended Fixes support download page:
