PM96195: Chained library called by step with selector does not use step selector

Error description

Configuring a build step with a selector and a chain library to
call, the library is executed with the selector of the build.
Where the chain library is expected to run under the calling
build step selector.

Steps to reproduce:

- Generate test project and library
- Configure project step with selector different from the
project and the library as a pass chain.
- Execute test project.

Expected result:

Chained library runs under selector of the calling build step.

Actual result:

Chained library runs under selector of the calling project.

Workaround:

Configure the library to set the server as the calling build
step server via the BF_CALLER_SERVER build variable.

ie:
.bset server ${BF_CALLER_SERVER}
