  check marks standard Logical NOT symbol ? in error

  RDz PL/I syntax check parser does not recognize the standard
  logical NOT symbol ?.
  In PLI program, lines defined with logical NOT symbol ? in the
  if statement are marked in error in the PL/I Editor.
  Two different error messages can be displayed:
  
  'ERROR_TOKEN' unexpected token(s) ignored'
  
  or
  
  'ERROR_TOKEN' unexpected token(s) ignored )' inserted to
  complete scope
  'DOT' inserted to complete scope.

  Local fix:
  
  Add NOT ('?') in the Compiler options, in 'Procedures and
  Steps' on the PL/I tab of the property group.

Problem summary

• The RDz PL/I parser was missing support for the ª character as
  the default NOT symbol.

• Added support for ª as a default NOT symbol.
