PM94060: ERROR WHEN OPENING PACKAGES IN STUDIOS AFTER CHANGING SETPOLICYPACKAGE TO FALSE IN FM.INI

Error description

• During an upgrade to Cognos BI 10.2, we discovered that a
  workaround fix for Cognos 8 caused any package published via
  Framework Manager to no longer work. The workaround was to open
  the fm.ini file from the Framework manager installation and
  change the SetPolicyPackage setting from True to False and save
  the file. This setting originally was found to force Framework
  Manager to inherit the permissions from the folder it was
  publishing to - without it the permissions were written by the
  publishing action and this created inconsistencies with teh
  security. The workaround worked fine up until the 10.2 release
  of Framework Manager - when the package was published with the
  workaround in place, when we opened the package in any studio we
  get this message in Report Studio: "QE-DEF-0356 Framework
  Manager has denied access to this model for this user. Please
  contact your security administrator." When we opened in Query
  Studio we get: "MQP-ERR-0013" You do not have access to this
  model. Contact your security administrator" When we undo the
  workaround and re-publish the package, everything works as
  expected. We would not expect such a dramatic change from
  Framework Manager and suspect the issue has to do with the way
  "No Security Set" is treated (which is shown on the second
  screen of the deployment wizard) under certain conditions
  affected by that SetPolicyPackage setting.
