PM93616: AFTER UPGRADE TO 10.2.1 EXTERNAL DATA FAILS WITH QE-DEF-0285 THE LOGON FAILED

• Closed as unreproducible in next release.

Error description

• After upgrade to Cognos 10.2.1 all reports based on external
  data are failing with QE-DEF-0285 The logon failed for users not
  Server or System Administrators.?The browse window, to select
  the external data file, will not come up. Instead the error is
  displayed.
  

Local fix

• This can be resolved by granting Read rights to Everyone on the
  Dispatcher in Cognos Administration.  IBM Cognos Administration
  go to Configuration tab (apply to all app dispatchers) click on
  Dispatcher and Services click on the properties for the dispatch
  er under the actions menu next to each dispatcher click on the p
  ermission tab click override the access permissions acquired fro
  m the parent entry grant read permissions to everyone.
