  Program Control Flow fails with 'Unexpected internal error
  found: (ProgramControlFlowDriver.16)
  
  While opening large COBOL source program of just a little over
  93K lines, Program Control Flow fails with message  'Unexpected
  internal error found: (ProgramControlFlowDriver.16).
  This causes the analyzer to exceed the index range resulting in
  a Java Stack trace as seen below.
