PM91277: cast_varchar returns SQL0604N after upgrade

Error description

• Former working reports containing cast_varchar against DB2
  return the following error message when run in 10.2:
  ??RQP-DEF-0177 An error occurred while performing operation
  'sqlPrepareWithOptions' status='-9'.?   ??Details UDA-SQL-0107 A
  general exception has occurred during the operation
  "prepare".[IBM][CLI Driver][DB2/NT64] SQL0604N The length,
  precision, or scale attribute for column, distinct type,
  structured type, array type, attribute of structured type,
  routine, cast target type, type mapping, or global variable
  "VARCHAR" is not valid. SQLSTATE=42611??In former version Cognos
  performed cast_varchar locally or used a fixed length of 200
  when sent to DB2.
