Error description
In the logs there are messages "Thread has not stopped yet" for the same thread for which an abend occurred. The shutdown code expects that all the worker threads will signal back their completion, which is not happening for the threads where an abend occurred, so the shutdown hangs indefinitely.

The problem is due to the fact that swapWorkQueuesThread can loop forever because it expects all the worker threads to eventually complete which does not happen if a thread is stopped
