PM89842: 'SAVE REPORT' OPTION SHOULD NOT APPEAR IF USER DOES NOT HAVE WRITE PERMISSION ON THE REPORT

Error description

• When a user does not have Write permission on the report 'Save'
  option does not appear in the Run with options page and the user
  does not have an option to save a report version in Cognos
  Viewer. 'Save Report' option does appear as a delivery option
  when changing an interactive report execution to run in the
  background even if user does not have Write permission on the
  report.
