PM89779: Symbol layering options (send to back/front or send back/forwards) not working correctly

Error description

• In SA, we have the symbol layering options: Send to the Front,
  Send to the Back, Bring Forwards, or Send Backwards.
  
  The understanding is that when you select the Bring Forwards and
  Send Backwards options, the symbol will be sent one level
  back/front. Also, the Bring to the Front and Send to the Back
  otpions would send the symbol to the top or bottom level. This
  doesn?t appear to work in that way in SA.
  
  Basically the Bring Forwards and Bring to the Front options are
  producing the same results. The same is true of Send Backwards
  and Send to the Back options.
  
  1) Go to Format \ Diagram Format \ Symbol Display Layering.
  2) Select user Control
  3) Open any diagram, example Data Flow Gane and Sarson
  4) Stack several Node symbols (example External) on top of each
  other
  5) For the 'bottom' symbol right click, slect Symbol Layering \
  Bring to Front. Observe the position.
  6) Edit \ Undo
  7) For the 'bottom' symbol right click, slect Symbol Layering \
  Bring Forwards. Observe the position. It is the same as in step
  5
  8) For the 'top' symbol right click, slect Symbol Layering \
  Send to the Back. Observe the position.
  9) Edit \ Undo
  10) For the 'top' symbol right click, slect Symbol Layering \
  Send Backwards. Observe the position. It is the same as in step
  8
