Local fix

Problem summary

• In order to provide content assist and validation, the JSP must
  be translated into a workable form.  In this scenario, having
  custom tags and a JSP expression within the script tag was
  being translated out of order, which caused 'myVar' to be used
  before it was declared.
  

Problem conclusion

• The translation process for JSP's has been changed to correctly
  order the elements within script blocks.
  The fix for this APAR is included in Rational Application
  Developer v8.5.5.
