Error description

• Client has a chart report. In one instance there is a
  combination bar chart. This charts range axis shrinks and grows
  with the value of the data it references. For example the axis
  will look compressed when the value of the data item reaches a
  whole number or 100% of the axis. When the value of the data is
  50% of the range the axis is extended.
