  * PROBLEM DESCRIPTION: Serviceability enhancement to allow a   *
  *                      slip to be taken when a latch has been  *
  *                      held for more than a specified time     *
  *                      even if class 3 accounting is not       *
  *                      switched on.                            *

  * RECOMMENDATION:                                              *
  ****************************************************************
  Users may be required to set a SLIP trap in cases where latches
  are held for a long time.
  A calculation is made of the latch wait time inside a
  condition which is only on if class 3 accounting is on. This is
  unnecessary and not desirable as many users prefer to run with
  class 3 accounting switched off meaning that the SLIP will not
  fire.
  

Problem conclusion

• CSQVXLT0 has been changed so that a SLIP can fire for high
  wait times even if TRACE(ACCTG) CLASS(3) is not on.
