Error description

• Duplicate 'Access Data' tab is added to definition when
  attempting to add user-defined properties to it in SA v11.4.2.2
  
  Add the following USRPROPS to an encyclopedia:
  RENAME DEFINITION 'User 1' TO 'Test'
  
  DEFINITION 'Test'
  {
  CHAPTER 'Access Data'
  PROPERTY 'Inside Introduction' { EDIT TEXT }
  }
  
  ==? The 'Test' definition get two 'Access Data' tabs
  

Local fix

Problem summary

• Duplicate 'Access Data' tab is added to definition when
  attempting to add user-defined properties to it in SA
  

Problem conclusion

• No duplicate tab exists. New properties can be added to these
  chapters. They appear before the other properties as the other
  properties are added last.
