• USERS AFFECTED:
  Users of RequisiteWeb creating a traceability matrix view.
  
  PROBLEM DESCRIPTION  :
  When the user tries to create a traceability matrix view with
  external requirements that has traces to another project
  different from the local and said project is not accessible by
  the local project, the Subscript out of Range error message is
  shown.
  

Problem conclusion

• Code was updated to only bring traces from the projects
  implicated in the view.
  The fix for this APAR was included in RequisitePro version
  7.1.3.8 and 7.1.4.1
