Error description

• While trying to upgrade a Workspace enabled encyclopedia with a
  reserved file named ENCYBROWSERTABS.XML and opening it, SA
  crashes with DB error.
  
  A database error has occurred: (40, 23237, 17, 149, 1)
  Number = 80040e2f;
  NativeCode = 2601;
  Source = Microsoft OLE DB Provider for SQL Server;
  Desc = cannot insert duplicate key row in object 'dbo.Files'
  with
  unique index 'Name'.

  Workaround:
  
  Remove ?ReservedFile Name='ENCYBROWSERTABS.XML'??/ReservedFile?
  from ReservedFiles.cfg.

Problem conclusion

• When retrieving the file record SA was looking in the
  current workspace.  Reserved files always exist in the root
  workspace.
  
  SA will now always looks for reserved files in the root
  workspace.
