  Attempting to build a workspace using Rational Build Utility
  might result in the exception
  java.lang.StringIndexOutOfBoundsException when building SQLj
  code.
  
  Problem:
  
  1. Have a EJB 3.0 project with SQLJ support configured for
  WebSphere Application Server 7.0
  2. Use Rational Build Utility 8.0.4 on System z to build your
  project using the workspaceBuild Ant task
  
  Result:
  The build fails when building the EJB project while running the
  SQLJ Builder with the exception
  java.lang.StringIndexOutOfBoundsException
  at java.lang.String.substring(String.java:1093)
  at
  com.ibm.datatools.sqlj.core.build.SQLJTranslateBuilder.getClassP
