PM85799: "XQE-V5-0013 THE NUMBER OF ROWS RETRIEVED EXCEEDS THE LIMIT OF '21'." IS DISPLAYED EVEN THOUGH NUMBER OF ROW IS JUST 21 WITH DQM

Error description

• In case DQM is used in model, "The number of rows retrieved
  exceeds the limit of 'x'."  error is displayed when number of
  row is just same as row limit(x) defined in model governor.?In
  case CQM is used, "The number of rows retrieved exceeds the
  limit of 'x'." error is displayed when number of row exceeds row
  limit(x + 1).??It is inconsistency issue between DQM and
  CQM.?Both of DQM and CQM should work with same rule to prevent
  customer's confusing.??It looks like CQM works correctly because
  error message says "The number of rows retrieved EXCEEDS the
  limit of 'x'.".?In DQM case, although number of rows does NOT
  exceed the limit, error says "exceeds".??I verified issue exists
  on Cognos 10.1.1, 10.1.1FP1.
