Error description

• Both the ClearQuest Eclipse and classic Designer allows source
  states to be defined for base actions, in the same way that they
  can be defined for change state actions. This is incorrect and
  misleading to schema designers since base actions are supposed
  to be triggered always and independently of the record state.
  This is in fact the case, being the source states defined for
  base actions ignored by the ClearQuest clients.
  To avoid confusion the ClearQuest Designer should not provide
  the option to set source states for base actions.

Problem conclusion

• A fix is available in ClearQuest 8.0.1.11 and 9.0.0.1.
  If a base action has *any* source state specified, the CQ
  Designers now display a warning message during schema
  validation.
