Error description

• Reproduced sporadically at customer site on Linux and Windows
  work areas.
  
  Steps to reproduce:
  
  1. Create a top level project in the prep state containing
  static subprojects.
  
  2. The subproject work areas are copy-based.
  
  3. Run Update on the project hierarchy, replacing some
  subproject versions with other static subproject versions.
  
  Note: sometimes, but not always, the Update will not correctly
  sync the files in the static project work areas.
