  Attempts to open an XHTML file result in
  java.lang.NullPointerException in java.io.File.?init?
  
  Problem:
  
  1. Create a facelet tag library defined in an XHTML file, so
  that it does not have an associated JAR file.
  
  2. Use this facelet tag library in a facelet (XHTML file).
  
  3. Open the facelet (XHTML file) with the Page Designer Editor.
  
  Results:
  
  The editor does not show the contents of the page. It shows the
  following exception:

Problem summary

• Attempts to open an XHTML file containing  tag libraries defined
   in a facelet tag library file result in
  java.lang.NullPointerException
  

Problem conclusion

• Function updated to handle visualization for tag libraries
  defined in a facelet library file.
  
  The fix for this APAR is included in Rational Application
  Developer v8.0.4.3.
