Error description
Abstract: Attempts to publish an OSGi application in Rational Application developer version 8.5 to WebSphere Application Server might result in the error: CWWMH0197E: Problems were encountered while attempting to start business-level application Problem: If you are using 'Run Server with Resources in workspace' as your publishing setting and publish an OSGi application to the server while the output folder of your project does not exist in your project then the publish will fail with the above error message. This error does not happening if the publishing setting is set to 'Run Server with Resources on Server'. Local fix: The workaround is to make sure your output folder exists in your project even if you have to create an empty one manually.

Problem summary
If the output folder of the project does not exist then it will still be added to the publishing metadata resulting in errors when published to WebSphere Application Server.
Problem conclusion
A check is added for missing folders to skip over them. The fix for this APAR is included in Rational Application Developer v8.5.5 and v9.0.
