1. Problem
bf_jobs count is increasing when agent is suffering
performance problem

2. environment
     RAF 3.0.0.2/RHEL5 x64
     Agent on zLinux

3 Reproduce steps
   a. check a server is available status
   b. start a project
   c. give network latency
       tc qdisc add dev eth0 root netem delay 3000ms
   or
       using iptables command to hole outgoing packets
   d. check bf_jobs count on Management Console
