PM81476: EXCEL REPORT DOES NOT OPEN WHEN USING UI.BACKURL PARAMETER WITH IE 9

Error description

• When ui.backURL URL parameter points to a web address other then
  the Cognos 8.4.1 server and using IE 9 the "Do you want to open
  or save from <server name>" dialogue  message flashes quickly in
  IE 9 then disappears.  If ui.backURL parameter is not used in
  the URL then the?"Do you want to open..." message appears and
  the Excel report will open when the open button is clicked.  The
  Excel report can also be opened?if the ui.backURL equals the URL
  for the Cognos 8.4.1 server that contains the Excel report or
  using IE 8.?
