Error description

• The SMP/E causer report for an APPLY of maintenance had an
  error for UK90145:
  GIM23911E LINK-EDIT PROCESSING FAILED FOR MODULE CSQ7CB2
            IN LMOD CSQXD710 IN THE SCSQAUTH LIBRARY. THE RETURN
            CODE WAS 08.
  GIM23911E LINK-EDIT PROCESSING FAILED FOR MODULE CSQ2242M
            IN LMOD CSQ7FGTF IN THE SCSQAUTH LIBRARY. THE RETURN
            CODE WAS 08.

  This was due to
  IEW2456E SYMBOL CSQJBCR1 UNRESOLVED.  MEMBER COULD NOT BE
           INCLUDED FROM THE DESIGNATED CALL LIBRARY.
  IEW2456E SYMBOL CSQ2242M UNRESOLVED.  MEMBER COULD NOT BE
           INCLUDED FROM THE DESIGNATED CALL LIBRARY.
  .
  CSQJBCR1 was added by UK81524, but UK81524 was not a prereq for
  UK90145.
  .
  A follow-on error is that UK83854 also failed with
  GIM23911E LINK-EDIT PROCESSING FAILED FOR MODULE CSQE197M
            IN LMOD CSQ7FGTF IN THE SCSQAUTH LIBRARY. THE RETURN
            CODE WAS 08.

• Include UK81524 in the APPLY.

  PTFs UK80093 and UK81524 introduced additional external
  references in dump formatter code. When UK90145 or UK82509 is
  applied, it attempts to resolve these references, however a
  missing PRE statement means these APARs can be applied without
  UK80093 and UK81524 already being applied.
  When this occurs, the external references cannot be successfully
  resolved, leading to the reported errors occurring when the SMPE
  APPLY step attempts to link edit load modules containing
  CSQ7CB2 or CSQWDPRD.
  
  If UK80093 and UK81524 are already applied, or are also included
  in the APPLY job, the link edit is successful.

Problem conclusion

• The dump formatter is changed to use weak external references,
  so that the external references will only be resolved when link
  edited if the necessary PTFs are already applied.
