PM80555: Able to access a report in Report Studio that has an explicit deny on the package.

Error description

• For a specific package, the Object Capabilities have been
  defined to explicitly deny Report Studio. This prevents someone
  from directly opening a report that uses this package. However,
  a user is able to launch Report Studio and then choose to open
  an existing report and select a report which uses the specific
  package.  Need to know if this is as designed, or if this is a
  bug.
