PM79179: DQM: Last aggregation rules returning null data or 'no data available' message even if fact data exists

Error description

• When setting aggregation rules to 'last', the following issue
  occurs on 10.1.1 customer environment. -  null is displayed for
  all monthly closing inventory even if some fact data for last
  date exists. - 'No data available' message is displayed even if
  the fact data exists. This issue doesn't occur on CQM.

Problem conclusion

• The Cognos software is behaving as designed. The root cause of
  the main discrepancies between CQM and DQM for the reports
  associated with this APAR is that for DMR, aggregate rules of
  type LAST in CQM will return the last non-NULL value of the
  measure, while DQM will return the value of the last member in
  the set whether it is NULL or not. The DQM behavior is intended:
  it is consistent with OLAP industry standards and is behavior
  that has been requested by many Cognos 8 customers.
