PROBLEM DESCRIPTION:
Generation fails if utilisation of a data element not defined
in pacbase repository in a segment

PROBLEM SUMMARY:
When a data element is not defined in pacbase repository but
defined with its format in the description of the segment, The
generation of the program which uses this segment fails.
