PM77158: Not possible to use Align Over in the 'Introduction' Chapter/Tab

  How to reproduce:

  1. Create a new encyclopedia with the following (working but not
  complete) USRPROPS:
  
  RENAME DEFINITION 'User 1' To 'Defect test 1'
  RENAME DEFINITION 'User 2' To 'Defect test 2'
  RENAME DEFINITION 'User 3' To 'Defect test 3'
  
  DEFINITION 'Defect test 1' {
  
     CHAPTER 'Introduction'
     LAYOUT { ALIGN OVER }
     PROPERTY 'Test in Introduction' {EDIT TEXT}
  
  }
  
  DEFINITION 'Defect test 2' {
      NODESC
  
      CHAPTER 'Introduction'
      LAYOUT {ALIGN OVER}
      PROPERTY 'Description' { EDIT Text}
      PROPERTY 'Test in Introduction' {EDIT TEXT}
  }
  
  ==? 'Defect test 1' shows that trying to add a property creates
  a second Introduction tab. This is already reported in APAR
  PM74599. Note that ALIGN OVER is not in effect for the first
  Introduction tab.
      'Defect test 2' shows a possible Workaround for this issue.
  However, any previous Descriptions will be made invisible
       Create a 'Defect test 3' definition, you see by default a
  new user defined definition, no longer has ALIGN OVER for the
  Description in the Introduction tab.
  

Local fix

Problem summary

• "Defect test 1" shows the fact that the default
  "Defect test 2" shows that trying to add a property creates a
  second Introduction tab.
  "Defect test 3" shows the Workaround for "Defect test 2"
  "Defect test 4" shows that the Workaround for "Defect test 2"
  combined with ALIGN OVER does not work
  "Defect test 5" shows a possible Workaround for this issue.
  

Problem conclusion

• "Defect test 1" shows the fact that the default layout no longer
   use ALIGN OVER
      - this was never the default, hence the existence of the
  ALIGN OVER keyword in the first place
      "Defect test 2" shows that trying to add a property creates
  a second Introduction tab.

      "Defect test 3" shows the Workaround for "Defect test 2"
      - still ok
      "Defect test 4" shows that the Workaround for "Defect test
  2" combined with ALIGN OVER does not work
      - fixed
      "Defect test 5" shows a possible Workaround for this issue.
