PM75405: issue with CPS groups dynamically updating for other clients

Error description

• CPS groups and statuses not always updating for other users.
  

Local fix

Problem summary

• When two users/clients are working with different groups in a
  CPS, the first user's changes are seen by the second client but
  the second client's changes aren't seen by the first client. The
   first client has to exit DOORS and restart DOORS to see the
  second user/client's updates. Scenarios are
  Let User B, logged in after User A, create a group and user A
  cannot see the group created by User B under Tools-> Change
  Proposal System-> Manage Users dialog
  Also, add CPs to the groups, then change their statuses of all
  CPs in a group to approved, the other user will not see the
  group status update when they check in Change Proposal System->
  Manage Users dialog. Not until they restart the client.
  

Problem conclusion

• When user1 adds a group to the CPS, the groups module is open
  even after closing the Manage Groups dialog. This will not get
  refreshed when user2 tries to check the groups list and hence
  the new group added is not reflected in the second session.
  Changes are made to code so that changes made by one user is
  reflected in other DOORS client sessions. Both the scenarios
  mentioned in problem statement are handled.
  

Temporary fix

• There is no workaround for this issue
