Error description

• Direct link to artifacts used by logged out users results in a
  'Page not found ' error.
  Logged out users upon clicking on the direct link are faced with
  log in page and then faced with the error.
  This behavior does not happen if the user is already logged in
  to the server.

  Additional comments from Rich Kulp:
  "It affects WAS only. It decoded one more time than was
  needed and this caused an invalid URL to be created. It is
  due to the artifact name (or path) contains a non-standard
  character, such as a space."
  

Problem conclusion

• workaround for this problem is once user is logged in and
  gets the error, simply put URL in the browser URL address
  and hit enter. Or select the direct link from where
  originally selected. If the user is logged in, will go
  directly to the artifact. Or change the artifact name to not
  have a space if that is feasible.
