PM73806: Tooltips in metric portlets do not display completely when portlet height is small

Error description

• Hovering over a strategy element name in a Metrics Custom
  Diagram portlet will display a pop-up metric list (tooltip) for
  the strategy element. Hovering over the metric name in a Metrics
  Custom Diagram portlet will display a pop-up metric history
  graph (tooltip) for the metric.??Cognos 10:?If the height of the
  Metrics Custom Diagram portlet is small (like 100 px), the
  pop-up windows do not show completely, because the pop-up is
  shown inside the portlet. The bottom of the pop-up is cut off
  because it is taller than the portlet height.??Cognos 8:?If the
  height of the portlet is small the pop-up is still displayed
  completely, because the pop-up is shown outside of the portlet.
  Therefore the size of the portlet, does not matter.
