PM72731: SA 11412: check if mirrored object is already in the locked items list

Error description

• In mirroring, if a third object has to be locked in order to
  remove its mirror due to a OneOf property, check first to see if
  it is already in the locked items list for the original object.

  The mirror synchronization code is not checking to see if an
  object is attempting to lock might already be locked by the
  synchronization process.
  

Problem conclusion

• The mirror synchronization code will check to see if an
  object is attempting to lock is already locked by the
  synchronization process, and if it is, it will consider it
  locked and proceed to update it.
  
  Therefore the user will no longer receive messages of the
  form:
